We're a family-owned parking management company founded in South Florida and now operating across the country. We started small, grew by doing good work, and built something we're genuinely proud of.

How We Got Started

Aaron, Levi, and Victor Cohen grew up in South Florida — the kind of family where everyone works and nobody expects anything to just be handed to them. The parking industry wasn't a plan we made; it's where our experience and opportunity happened to meet.

Aaron spent years in parking operations learning the business from the ground up — managing lots, watching property owners either get taken advantage of by management companies or simply ignore the revenue potential sitting in their parking facilities. Levi brought operational and business development experience. Victor contributed deep knowledge of enforcement and technology, which eventually led to founding City Parking Authority LLC, our sister company that provides the LPR systems we use today.

We launched Apex because we believed there was a better way to structure these deals — one that was fair to property owners, sustainable for us as operators, and transparent enough that clients could actually trust what they were being told. No management fees pulled from the property owner's pocket, no confusing contracts, and no cherry-picking only the best lots.

We started in the Miami–Fort Lauderdale corridor, built a real track record, and gradually expanded as property owners in other cities started reaching out. Today we manage parking facilities in cities across the country, but we run every single location with the same hands-on approach we used on our first lot.

Aaron Cohen

Co-Founder & CEO

Aaron handles business development, client relationships, and overall company direction. He's typically the first person a property owner speaks with and stays in close contact throughout the partnership. Based in Hollywood, FL, he's been in parking operations for over a decade.

Levi Cohen

Co-Founder & COO

Levi runs day-to-day operations across the portfolio. He manages staffing, oversees property performance, and makes sure client commitments are actually delivered on. When a location has an issue, Levi is the one making sure it gets fixed — not just acknowledged.

Victor Cohen

Co-Founder & CTO

Victor leads technology operations and co-founded City Parking Authority LLC, which develops the LPR enforcement systems used across all Apex properties. He's the reason our tech works reliably at scale — from camera installation through to automated reporting.

How We Work With Property Owners

Our model is straightforward: we invest our own money to set up and operate your parking facility, and in return we share in the revenue we generate. You don't pay us a management fee. You don't pay for the equipment or installation. Our income comes from making your parking operation succeed — which means we're genuinely motivated to perform well.

We're fully insured and carry general liability coverage across all our operations. We work with a straightforward management agreement that clearly spells out the revenue split, our responsibilities, and the terms for either side to exit if it's not working. We don't believe in locking people into bad situations.

Not every property is a good fit for our model. When that's the case, we'll tell you honestly rather than sign you up and underdeliver. Being upfront about that — even when it means passing on a deal — is what builds the long-term trust we're proud of with the owners we do work with.

Where We Operate

Our home base is Hollywood, Florida — 2021 Coolidge St, Unit 107, Hollywood, FL 33020. That's where Aaron and the team are most days, and where we handle client communications, contracts, and billing.

Beyond South Florida, we've expanded our operations to cities across the Southeast, Mid-Atlantic, and into major metro areas nationwide. We bring in vetted local staff and enforcement personnel in each market — people who know the area and can respond quickly when something comes up.

If you're in a city we haven't explicitly listed, reach out anyway. We evaluate new markets regularly and have been able to serve property owners in cities we didn't initially plan to expand into.
